Under general supervision of the Senior Vice President and Chief Administration Officer, the Assistant Vice President of Safety and Security oversees the development and administration of safety & security processes for all JTA services. The position advocates and promotes a strong safety and security culture within the agency in regards to transportation services, capital programs, facility operations, maintenance, worksite procedures, employees and customers.
Essential Job Functions:
Oversees the implementation and management of the FTA Safety Management Systems (SMS) guidelines for public transportation safety.
Responsible for the continued development and oversight of the System Safety Program Plan and Security Program Plan.
Manages physical security/infrastructure measures for all JTA property and assets including CCTV, Access Control, Contracted Security Officers and off-duty Police Officers.
Conducts research and compiles information necessary to develop company policy and SOPs for the implementation and management of comprehensive safety and security programs for JTA.
Conducts complex program development, implementation, inspection, coordination, investigation and evaluation of bus and rail operations.
Oversees federal, state and maritime statutes as it relation to ferry operations.
Coordinates with all departments to ensure uniform application of safety and security policies and practices and coordinates and performs on-site safety and security reviews.
Supports all departments within JTA by recommending training and distributing information on all matters related to operational safety and security, as well as, work site safety and security.
Develops and monitors operating budgets and coordinates purchase requirements.
Oversees assignment of personnel; provides direction, verbal or written feedback, and evaluates performance of subordinate personnel; responsible for employee development.
Advises management of regulatory requirements and obtains concurrence from management to meet safety/security compliance.
Performs mandatory storm/disaster job related functions that are essential to the Continuity of Operations Plan (COOP) and/or the EOC.
Supervisory & Operational Authority:
This position has 5 direct report(s).
Compliance:
Ensures compliance with Florida DOT 14-90 regulations for transit bus safety & security.
Ensures compliance with DOT CFR 49/1415 regulations for rail fixed guideway systems.
Ensures compliance with Coast Guard 33CFR for maritime/ferry systems.
Ensures compliance with OSHA 29 CFR 1910.
Responsible for completing all mandatory training classes.
Responsible for reviewing and complying with all JTA policies, procedures and directives.
Responsible for ensuring all direct reports have taken all mandatory training.
Required/ Preferred Experience:
Bachelor’s degree or advanced degree is preferred in Business Administration, Safety and Security or related field with a minimum 8-10 years of progressive experience preferably in transportation.
Prior supervisory or management experience is preferred and certification in one or more of the following areas – World Safety Organization (WSO); Certified Safety Professional (CSP); Transportation Safety Institute (TSSP).

Develop and maintain an understanding of JTA organizational functions, policies and procedures and integrate as required into the bus and rail safety and security certification process.
Formulate, develop, implement and administer policies and procedures related to JTA’s safety and security policy.
Proven software experience for managing data, preparing reports and presentations.
Ability to train others in safety and security practices and work rules, either individually or as a classroom instructor.
Skilled in written and spoken communication of administrative and technical data with strong grammar/spelling knowledge sufficient to screen own work as well as that of others.
Ability to community effectively, both orally and in writing with sensitivity, passion and a focus on unity and equity.
Create, develop, and deliver accurate and effective presentations.
Research technical documents, interpret and organize data and information as required.
A track record in budget management.
Strong organizational, analytic and strategic-thinking skills with demonstrated ability to create, implement and monitor complex plans and translate those plans into goals and concrete methods and strategies.
Good telephone skills and presence.
May require evening and/or weekend work.
